Sir,
Dr. J. M. Atkinson, Principal Civil Medical Officer, has applied for extended leave on urgent private affairs, but as I understood from a note written by him to the Assistant
Colonial Secretary that he intended to retire without returning to the Colony I informed him that I was unable to grant any half-pay leave in these circumstances and could only recommend the usual
leave prior to retirement. Dr. Atkinson assured me that he intends
to return, and I have therefore granted the leave, but on the
understanding that should he change his mind and not return for a
reasonable period of service his retirement will be dated as from
the expiry of the leave usually granted in anticipation of retire-
-ment, and any additional salary he may have drawn will be deducted
from his pension, or refunded by him.
2.
The prospect of Dr. Atkinson's retirement has
opened the question of the conditions under which the post of
Principal Civil Medical Officer is held in this Colony, and also
the question of his successor. Although a decision on these points
is not immediately required, I have thought that you may desire
an expression of my views before I leave Hongkong.

The Medical Service here is a small one and
the work is concentrated in a very limited area. The whole of the sanitary work is performed by the two Medical Officers of Health
